The administration of the COMMISSION ON PROTECTION OF COMPETITION is structured in two general and four specialized directorates. The structure, rights and duties of the administration are regulated into detail in the CPC Internal Rules of Organization /Promulgated in SG No.15 of February 24, 2009, effective February 24, 2009/.
Financial-Economic Activities and Property Management Directorate
Financial-Economic Activities and Property Management Directorate is responsible for organizing the financial activity, for internal financial review, book-keeping and accountancy within the Commission in compliance with the provision of law; as well as in charge for the diligent care and management of the property of the Commission.
Administrative-Legal and Information Services Directorate
Administrative-Legal and Information Services Directorate assists the Commission in executing its powers and performs administrative servicing of citizens and legal entities, providing also representation under proceedings and legal counseling activity of the Commission;
The specialized administration ensures the implementation of the powers of CPC under LPC, PPA and CA.
Unfair Competition and Prohibited Commercial Practices Directorate
Unfair Competition and Prohibited Commercial Practices Directorate performs investigations under procedures in the area of :
Unfair competition, aimed at evaluating the undertakings’ behavior in carrying out economic activities to rule whether it is contradictory to the good faith trade practices and jeopardize or may jeopardize the competitors’ interests.
Unfair trading practices in relations between buyers and suppliers in the agricultural and food supply.
Abuse of Monopoly of Dominant Position Directorate
Abuse of Monopoly of Dominant Position Directorate carries out investigations of initiated proceedings under Chapter Four of LPC or under Art. 82 of EC Treaty aimed at assessing the behavior of monopoly or dominant position undertakings, as well as of two or more undertakings having joint dominant position, which may prevent, restrict or distort competition and affect the interests of the consumers; gets, renders assistance and exchanges information with the EC and other national competition authorities of the member states under the rules and procedures of EC Regulation No.1/2003.
Concentrations and Sector Analyses Directorate
Concentrations and Sector Analyses Directorate conducts accelerated and comprehensive examination for evaluation of concentrations, referenced to initiated procedures under Chapter 10 of LPC; carries out research related to concentrations, conducted without permission or performed upon conditions and in a way, different from the permitted, as well as in cases when the permission has been revoked by the Commissions; conducts sector analyses of competitive environment upon decision of the Commission.
Competition Policy Directorate
Competition Policy Directorate in conducting its activity: carries out investigation under Chapter Six, Art. 28 “Competition Advocacy” and exercise its powers under Art.45, para.1, 2, 4, and 5 of LPC; supports the Commission in enforcing the competition policy in conformity to the obligations of the Republic of Bulgaria, resulting from its EC membership.

Unfair Competition Directorate performs investigations under procedures in the area of unfair competition, aimed at evaluating the undertakings’ behavior in carrying out economic activities to rule whether it is contradictory to the good faith trade practices and jeopardize or may jeopardize the competitors’ interests.
